It was November 1575, some old houses in the ancient village were adapted as the seat of the University, that is, of the Municipal Government. Following the Portulano's appeal for the occupation of cm. 26 and a half of public land, the Royal Chamber of the Summary, on March 14, 1602, decided on the matter and established that the University was not further harassed. The adaptation works of the Seat were resumed in 1657 - 58 and again in 1674. The seat became the symbol of the power of citizens and people after the disappearance of feudalism.
The public clock that marked the time in the center of the village that currently surmounts the Seat, according to the historian Casulli, was first placed on the facade of the old bell tower of St. Peter's Basilica, then it was placed in its current place. The original dial was of majolica, the latter now preserved in the Karusio villa, and in the center an arrow to indicate the hours, which were signaled with no more than six bell tolls and repeated after the first 5 minutes.
